The City of Pointe-Claire

How we helped the City of Pointe-Claire meet the objectives of their strategic plan through an organizational values exercise.

The City of Pointe-Claire has a history of just over 100 years and is home to approximately 30,000 residents. Over the years, it has grown into a residential, commercial, and industrial community

“Quality of life, economic prosperity, functional and financial efficiency and effectiveness, sustainable and environmentally responsible development are the priorities for 2015 – 2019 for the entire Pointe-Claire municipal organization.” Robert-F. Weemaes, Executive Director.

The issue

Following the adoption of its 2015-2019 strategic plan, which set out guidelines for the City’s growth and development, the municipal organization was looking for a realistic and pragmatic way to bring these major orientations to life on a daily basis and to firmly establish an organizational culture in line with these priorities.   

The approach

  • Facilitation of a reflection workshop with the members of the management committee

The members of the City of Pointe-Claire’s Management Committee completed the Organizational Values Test (OVT) in which they were asked to prioritize a series of organizational values. A consultant then analyzed the profile of values that were shared and common within the working group.

A brainstorming workshop on organizational, general, and executive values was then conducted to learn more about the importance of values in an organizational setting and to discuss a common frame of reference for the City of Pointe-Claire.

  • Consultation exercise with the organization’s managers

All managers (80) participated in this consultation exercise by completing the TVO. At the end of the analysis, EPSI found that a large number of values were common across the departments of the municipal organization.

During a corporate retreat, the broad outlines of this reflection were presented in order to support and reinforce the achievement of the organization’s mission among all managers.

  • Organizational development exercise   

All departments met in a working committee to explain the comparative results between each manager and the results of the consultation of his or her business unit. This organizational development exercise allowed each participant to make an individual assessment of the fit between their values and those of the organization.   

Outcomes

Selection of new recruits based on their fit with this organizational value profile to ensure better long-term retention, job satisfaction and ultimately better job performance.   

Development of a reference framework for the City of Pointe-Claire.   

Mobilization of employees towards the realization of the City’s strategic plan.
