{"id":1463,"date":"2012-11-15T10:04:36","date_gmt":"2012-11-15T15:04:36","guid":{"rendered":"https:\/\/www.epsi-inc.com\/?p=1463"},"modified":"2022-09-12T11:22:50","modified_gmt":"2022-09-12T15:22:50","slug":"overcoming-hurdles-recruiting-qualified-personnel-education-sector","status":"publish","type":"post","link":"https:\/\/epsi-inc.com\/en\/overcoming-hurdles-recruiting-qualified-personnel-education-sector\/","title":{"rendered":"Overcoming The Hurdles Of Recruiting Qualified Personnel In The Education Sector"},"content":{"rendered":"\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h4 class=\"wp-block-heading\">La r\u00e9ussite de l\u2019\u00e9l\u00e8ve est aussi l\u2019affaire de la DRH au Conseil des \u00e9coles catholiques du Centre-Est!<\/h4>\n\n<p>La main-d\u2019\u0153uvre qui gravite autour de nos enfants est multiple et se d\u00e9marque g\u00e9n\u00e9ralement par sa motivation au travail, sa cr\u00e9ativit\u00e9, son esprit d\u2019\u00e9quipe et la qualit\u00e9 de son service \u00e0 la client\u00e8le. D\u2019ailleurs, depuis quelques ann\u00e9es, le secteur de l\u2019\u00e9ducation mise particuli\u00e8rement sur la r\u00e9ussite de l\u2019\u00e9l\u00e8ve. Or, les caract\u00e9ristiques de sa client\u00e8le changent et les demandes \u00e0 son \u00e9gard ne cessent d\u2019augmenter. Les administrateurs de nos \u00e9coles se posent plusieurs questions quant \u00e0 ces nouveaux d\u00e9fis. Comment s&#8217;y prendre pour s\u2019assurer d\u2019embaucher le personnel ad\u00e9quat, c\u2019est-\u00e0-dire les candidats qui performeront dans ces conditions? Doit-on pourvoir aux postes seulement en misant sur la scolarit\u00e9 et l\u2019exp\u00e9rience ou plut\u00f4t sur un ensemble de caract\u00e9ristiques de savoir-\u00eatre et de savoir-faire?<\/p>\n\n<p>Le Conseil des \u00e9coles catholiques du Centre-Est (CECCE) est le plus important r\u00e9seau canadien d\u2019\u00e9coles de langue fran\u00e7aise \u00e0 l\u2019ext\u00e9rieur du Qu\u00e9bec, avec ses 20 000 \u00e9l\u00e8ves fr\u00e9quentant 38 \u00e9coles \u00e9l\u00e9mentaires, 10 \u00e9coles secondaires et une \u00e9cole pour adultes. Le CECCE est un exemple de gestion des ressources humaines proactif, innovant et responsable. En effet, la direction des ressources humaines du Conseil a su s\u2019adapter aux demandes de son environnement. Aujourd\u2019hui, il joue un r\u00f4le de leader au sein de l\u2019organisation, alors qu\u2019il guide les r\u00e9ponses du Conseil quant aux d\u00e9fis mentionn\u00e9s plus haut. Cet article pr\u00e9sente succinctement les r\u00e9alisations des derni\u00e8res ann\u00e9es de l\u2019\u00e9quipe RH du CECCE, qui offre des services \u00e0 plus de 2\u00a0000 employ\u00e9s.<\/p>\n\n<p>Le CECCE, dont le si\u00e8ge social est situ\u00e9 \u00e0 Ottawa, est un des chefs de file du secteur de l\u2019\u00e9ducation ontarien, comme le t\u00e9moignent les r\u00e9sultats de ses \u00e9l\u00e8ves aux tests provinciaux de l\u2019Office de la Qualit\u00e9 et de la Responsabilit\u00e9 en \u00c9ducation (OQRE)<sup>1<\/sup>. Il y a fort \u00e0 parier que ces r\u00e9sultats vont de pair avec les activit\u00e9s de gestion des ressources humaines du Conseil. En effet, la direction des ressources humaines du CECCE a choisi d\u2019implanter l\u2019approche par comp\u00e9tences depuis plus d\u2019une dizaine d\u2019ann\u00e9es. Pour ce faire, des profils de comp\u00e9tences ont \u00e9t\u00e9 d\u00e9velopp\u00e9s pour les cadres sup\u00e9rieurs, pour les directions d\u2019\u00e9coles et pour les employ\u00e9s des services administratifs. Par la suite, la direction des RH a ajust\u00e9 les activit\u00e9s de s\u00e9lection, d\u2019\u00e9valuation du potentiel et de d\u00e9veloppement professionnel aux profils de comp\u00e9tences. Cependant, certains doutes subsistaient quant \u00e0 cette nouvelle approche, notamment parce que l\u2019\u00e9valuation des comp\u00e9tences s\u2019appuyait en partie sur des moyens d\u2019\u00e9valuation g\u00e9n\u00e9riques. Tout compte fait, le temps et les r\u00e9sultats ont permis de d\u00e9montrer l\u2019efficacit\u00e9 de cette m\u00e9thode de gestion des ressources humaines. D\u2019ailleurs, une \u00e9tude a r\u00e9v\u00e9l\u00e9 un taux de 90 % de s\u00e9lection juste pour les directions d\u2019\u00e9coles et une autre \u00e9tude r\u00e9cente a r\u00e9v\u00e9l\u00e9 un taux de 96 % de s\u00e9lection juste pour le personnel enseignant<sup>2<\/sup>.<\/p>\n\n<p>En 2006, le Conseil \u00e9tablissait un partenariat avec la firme EPSI pour d\u00e9velopper des simulations interactives et adapt\u00e9es au secteur de l\u2019\u00e9ducation, afin d\u2019am\u00e9liorer l\u2019\u00e9valuation des candidatures \u00e0 la liste d\u2019admissibilit\u00e9 pour les directions d\u2019\u00e9coles. Pour faire suite \u00e0 ces travaux, le CECCE a mis sur pied un centre d\u2019\u00e9valuation compos\u00e9 d\u2019un panier de gestion, de deux simulations interactives (rencontre avec un employ\u00e9, rencontre avec un parent) et d\u2019un test de personnalit\u00e9. Aujourd\u2019hui, tout le personnel d\u2019encadrement des directions d\u2019\u00e9coles du Conseil est \u00e9valu\u00e9 par cette batterie de tests afin que chaque candidat rencontre les exigences du Conseil, celles-ci, arrim\u00e9es au profil de comp\u00e9tences du Minist\u00e8re de l\u2019\u00c9ducation de l\u2019Ontario (MEO).<\/p>\n\n<p>Plus r\u00e9cemment, l\u2019\u00e9quipe des gestionnaires en ressources humaines a r\u00e9vis\u00e9 les processus de s\u00e9lection du personnel enseignant, des \u00e9ducateurs sp\u00e9cialis\u00e9s, des \u00e9ducateurs de la petite enfance ainsi que du personnel de soutien. Chaque cat\u00e9gorie d\u2019emploi poss\u00e8de un profil de comp\u00e9tences qui leur est propre ainsi qu\u2019un processus de s\u00e9lection adapt\u00e9 \u00e0 leurs caract\u00e9ristiques. Ainsi, les processus de s\u00e9lection sont \u00e9tablis \u00e0 l\u2019avance, ce qui permet une meilleure planification des processus et ainsi qu\u2019une validit\u00e9 pr\u00e9dictive accrue.<br\/>Dans une perspective de d\u00e9veloppement organisationnel, le CECCE entama, en 2007, un processus de consultation \u00e0 travers ses 2000 travailleurs afin d&#8217;\u00e9tablir un profil g\u00e9n\u00e9rique des caract\u00e9ristiques des employ\u00e9s du Conseil. Par le biais de nombreux groupes de travail impliquant des employ\u00e9s de toutes les professions et de tous les niveaux hi\u00e9rarchiques, le service des ressources humaines a \u00e9tabli un profil pr\u00e9sentant neuf caract\u00e9ristiques propres au CECCE. Maintenant d\u00e9ploy\u00e9, il permet de promouvoir clairement le profil qui distingue la main-d\u2019\u0153uvre qui travaille au sein du Conseil du Centre-Est des autres organisations du domaine de l\u2019\u00e9ducation.<\/p>\n\n<p>Cette ann\u00e9e, le CECCE a inaugur\u00e9 un programme formel de d\u00e9veloppement des leaders, fruit de deux ann\u00e9es de r\u00e9flexion et de d\u00e9veloppement. Celui-ci permettra d\u2019accueillir la rel\u00e8ve, et, pour le personnel, de progresser hi\u00e9rarchiquement au sein du CECCE. Pour faire suite au processus d\u2019\u00e9valuation du potentiel, les candidats retenus peuvent int\u00e9grer le programme afin d\u2019effectuer des activit\u00e9s de formation en lien avec le profil de comp\u00e9tences recherch\u00e9. Gr\u00e2ce aux conseils d\u2019experts et aux outils de d\u00e9pistage, les aspirants sont bien inform\u00e9s et guid\u00e9s dans leur cheminement vers des postes de gestion.<\/p>\n\n<p>Bref, malgr\u00e9 la p\u00e9nurie de main-d\u2019\u0153uvre et la concurrence dans le milieu de l\u2019\u00e9ducation, l\u2019\u00e9quipe RH du CECCE a toujours gard\u00e9 le cap sur la s\u00e9lection et le d\u00e9veloppement de la main-d\u2019\u0153uvre la plus comp\u00e9tente et la plus compatible avec les valeurs de son organisation, et ce, malgr\u00e9 les emb\u00fbches. Ainsi, par ses actions, le service des ressources humaines contribue activement \u00e0 offrir \u00e0 la client\u00e8le du CECCE le meilleur Conseil qui soit!<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<p><sup>1<\/sup>Par exemple, en 2010-2011, les \u00e9l\u00e8ves de 3e ann\u00e9e du CECCE ont obtenu les meilleurs r\u00e9sultats des 12 conseils ontariens de langue fran\u00e7aise en lecture, en \u00e9criture et en math\u00e9matiques. D\u2019autre part, les \u00e9l\u00e8ves de 6e ann\u00e9e du CECCE d\u00e9passent significativement la norme provinciale aux tests de l\u2019OQRE dans les trois domaines depuis 8 ans.<br\/><sup>2<\/sup>Ces \u00e9tudes mettaient en lien les d\u00e9cisions d\u2019embauche et le rendement r\u00e9el des candidats, au moins un an apr\u00e8s leur embauche. Une embauche est dite \u00ab juste \u00bb lorsque le candidat offre un rendement \u00e9quivalent ou sup\u00e9rieur aux attentes propres \u00e0 ses fonctions. Dans le cas des directions d\u2019\u00e9coles, les r\u00e9sultats reposent sur l\u2019\u00e9tude du rendement de 80 cadres.
